Two arrested in fatal Randolph Road pedestrian collision that killed 52-year-old man

MDT, GAITHERSBURGA Silver Spring man was killed in a pedestrian collision in April, and two people have been taken into custody in relation to the incident.

According to the Montgomery County Department of Police, Silver Spring residents Jose Saravia Gonzalez, 27, and Thanh Phan, 71, are accused of criminally negligent manslaughter by automobile. The arrests come after an investigation into the collision that occurred on Randolph Road close to Kimblewick Drive on April 5.

Police said that at around 10:12 p.m., Phan’s white 2023 Honda Odyssey swerved onto the sidewalk, hitting 52-year-old pedestrian Ron Franzese, who then fell into the road. Saravia Gonzalez, who left the scene without offering assistance, subsequently struck Franzese with a white Acura vehicle.

After the initial impact, the Honda struck a tree after crossing several lanes of traffic. At the scene, Franzese was declared deceased.

Saravia Gonzalez was detained on December 2 and Phan was arrested on November 25. They were both taken to the Central Processing Unit in Montgomery County. Saravia Gonzalez is awaiting a bond review, and Phan is being held without bond.
