Two adults, one teen charged in deadly 2022 Lancaster shooting during botched gun robbery

Lancaster, Pennsylvania. Authorities said that two males and a juvenile, now 19 years old, had been accused in relation to the 2022 shooting death of a 30-year-old man following a failed robbery involving a stolen weapon.

James Diggs was killed on Dec. 9, 2022, in an incident involving Luis Javier Rivera, 23, of East King Street; Jorge Luis Santiago, 26, of Coral Street; and a juvenile who was 17 at the time. Investigators have concluded that the youngster, who was shot twice during the altercation, retaliated in self-defense.

According to police, the incident happened on Ruby Street at approximately 11:30 p.m., when the young person stole a 9mm handgun earlier that day and used social media to organize a gun swap. Rivera, Santiago, and Diggs allegedly planned to rob the young person of the gun, so they staged the deal. Diggs shot the youngster after they got into a violent altercation after the youngster recognized the exchange was fraudulent. Diggs was killed by the juvenile’s five strikes in retaliation.

Rivera said investigators that the three used force to seize the stolen weapon after bringing a phony gun to trick the youngster. Audio of the confrontation and a white automobile associated with Santiago leaving the site soon after the shooting were captured on security footage. The adolescent agreed to hiding the stolen pistol after the event, and police later found it during a check of his home.

The minor, who was admitted to the hospital due to gunshot wounds, is charged with illegal possession, theft of a handgun, and other offenses in the juvenile system. Rivera and Santiago are charged with several offenses, such as conspiracy, robbery, and serious violence.
