Married Couple Found Dead Inside McKinney Home as Officers Shoot Armed Son During Welfare Check

McKinney, Texas — A quiet residential street in McKinney became the focus of a major police investigation this weekend after officers responding to a welfare check discovered a married couple dead inside their home and later shot their armed adult son during a confrontation inside the residence.

McKinney Police say the investigation began Saturday night when relatives of the couple requested a welfare check at a home in the 5300 block of Dunster Drive. Family members told officers they had not heard from the couple in several days, raising concerns about their wellbeing.

Officers responded to the home that evening, but after receiving no response at the door or by phone, they cleared the scene. At that time, police said there were no immediate signs of forced entry or distress visible from outside the home.

Second Welfare Check Leads to Grim Discovery

The situation escalated the following morning. Just before 10 a.m. Sunday, family members contacted police again, requesting another welfare check after continued silence from the couple.

This time, officers entered the home through a rear door. Upon entry, they immediately discovered two deceased individuals in the living room, later identified as 73-year-old Leonard Frank Ragan and his wife, 72-year-old Jackie Ragan.

Police determined both deaths were homicides. Authorities have not yet released details about the cause or timing of the couple’s deaths as the investigation remains active.

Armed Son Found Inside Bedroom

After locating the victims, officers continued clearing the residence to ensure no other threats were present. Inside a bedroom, they encountered the couple’s 34-year-old son, Bryce Ragan, who police say was armed with a firearm.

According to McKinney Police, a confrontation occurred during which two officers discharged their weapons, striking Bryce Ragan multiple times. Emergency medical personnel transported him to a hospital, where police say he remains in stable condition.

No officers were injured during the incident.

Police have not released details about what led to the use of force, citing the ongoing nature of the investigation.

Former City Manager Identified as Victim

City officials later confirmed that Leonard “Frank” Ragan previously served as McKinney’s city manager from March 2008 to June 2010, adding another layer of impact to the tragedy.

McKinney City Manager Paul Grimes released a statement expressing condolences while emphasizing the need for caution as the investigation continues.

We have learned that former City Manager Frank Ragan and his wife were tragically found deceased in their home,Grimes said. “Our condolences and prayers are with the family. We are unable to comment further while this is an active investigation.”

Neighborhood Reacts to Shocking Violence

Neighbors described the incident as deeply unsettling, noting that the couple had lived in the home for more than a decade and were known as longtime residents of the area.

Very shocking,” said neighbor Nate Barrett. “It’s always something you never expect in your own neighborhood. You always hear about this on the news, but you don’t expect it to happen next door.”

Police confirmed there is no ongoing threat to the public, and residents were not required to shelter in place following the incident.

Texas Rangers Leading Independent Investigation

As required by departmental policy, the Texas Rangers have taken over the investigation into the officer-involved shooting, while McKinney Police continue investigating the double homicide.

In addition, the McKinney Police Department’s Office of Professional Standards will conduct a concurrent administrative review related to the officers’ actions.

Authorities say these parallel investigations are standard procedure in cases involving police use of force.

Police have not announced any charges at this time, nor have they clarified Bryce Ragan’s role in the deaths of his parents. Investigators are continuing to gather evidence, interview witnesses, and review the sequence of events that led up to the discovery.
