Dover, DE (October 28, 2024) — The Delaware State Police (DSP) is set to welcome its newest leader as Major William D. Crotty takes the helm as the 27th Colonel of the agency. Effective November 1, 2024, Crotty’s appointment follows an impressive 27-year career that has seen him rise through the ranks and gain a reputation for innovative leadership, dedication to public safety, and commitment to diversity and inclusion.
Colonel Melissa A. Zebley, the current Superintendent of DSP, expressed her pride in announcing Crotty’s promotion. His appointment comes after a career marked by leadership roles, community engagement initiatives, and a focus on modernizing law enforcement practices.
From Rookie to Leader: A Career of Distinguished Service
Crotty’s journey began in January 1997 when he joined DSP as a member of the 66th Delaware State Police Academy class. Starting at Troop 1 in Penny Hill, he quickly established himself as an effective officer in uniformed patrol. His early success paved the way for high-profile roles, including serving on the Governor’s Task Force, Sussex County Drug Unit, and Criminal Investigative Unit.
Promotions followed swiftly, with Crotty achieving the rank of Sergeant in 2007 and Lieutenant in 2009. By 2010, he was assigned as Deputy Director of the Delaware Information and Analysis Center (DIAC), a crucial role that allowed him to expand his experience in strategic crime analysis.
A Champion of Diversity and Innovation
Throughout his career, Crotty has been a vocal advocate for diversity and inclusion. As Chair of the DSP Diversity Council, he has worked tirelessly to foster an inclusive culture within the agency. His dedication to making DSP a place where all members can thrive has had a significant and lasting impact on the department.
In 2016, Crotty became Captain, taking charge of the Criminal Intelligence Section. It was in this role that he launched innovative programs like the State Police Enhanced Analytical Response (S.P.E.A.R.), which leveraged data-driven strategies to combat crime more effectively.
After his promotion to Major, Crotty took on the responsibility of South Operations Major, overseeing criminal and patrol operations across Kent and Sussex counties. His leadership in these roles showcased his strategic vision in managing crime trends and enhancing public safety.
Commitment to Statewide Collaboration and Public Safety
Beyond his operational duties, Crotty has been a key player in DSP’s statewide communication operations, managing 911 dispatch services for DSP and municipal police agencies. His work in this area has been instrumental in improving the efficiency and responsiveness of emergency services.
Crotty is also actively involved on a national level, serving on the AAMVA Standing Law Enforcement Committee and the IACP’s Collaborative Reform Initiative Technical Assistance Center. His focus on community policing and public safety has earned him national recognition, particularly for his contributions to community engagement programs.
A Vision for 21st-Century Policing
Crotty’s academic and professional development includes a Bachelor of Arts in Psychology from the University of Delaware and advanced training through prestigious programs like the FBI National Academy and the Naval Postgraduate School’s Fusion Center Leaders Program. His education and experience have equipped him with the knowledge and skills needed to lead the Delaware State Police into a new era.
Reflecting on his promotion, Crotty expressed gratitude and pride. “Throughout my career, I have had the privilege of working side by side with the finest women and men who encompass the professional and sworn complement of the Delaware State Police,” Crotty said. “I marvel at their compassion, dedication, and unwavering commitment to serve. Every day, they enrich the lives of Delaware’s residents and visitors, and I am humbled to serve as their 27th Superintendent.”
He continued, “I remain dedicated to upholding our high standards through community engagement and evidence-based policing strategies. I am grateful to Governor Carney and Secretary McQueen for their trust and for the opportunity to lead this remarkable agency.”
Looking Ahead
As Major Crotty steps into his new role on November 1, Delaware residents can look forward to his leadership focusing on proactive crime reduction, inclusivity within the agency, and strategic collaborations to keep Delaware safe. His appointment marks the beginning of a new chapter for the Delaware State Police, one that is firmly rooted in the principles of 21st-century policing and a commitment to serving the community.
