HARRISBURG, PA A local contractor has been barred from providing home improvement services in Pennsylvania by a Luzerne County judge, who has also ordered $79,000 in compensation for impacted customers. Independent Construction Builders, LLC’s owner, Vincent Vince, was also hit with a $12,000 fine for violating the state’s Unfair Trade Practices and Consumer Protection Law.
The ruling came after a three-day trial in which Independent Construction Builders was accused of violating the Home Improvement Consumer Protection Act and the Pennsylvania Consumer Protection Law. According to the proceedings, claims focused on incomplete work, poor craftsmanship, and underpaid reimbursements.
Attorney General Michelle Henry pointed out Vince’s disregard for industry regulations and underlined the significance of contractor compliance and the reimbursement need for harmed consumers. By prohibiting the business from engaging in the industry within the state, the decision seeks to protect customers from future wrongdoing.
The trial was presided over by Luzerne County Court of Common Pleas Judge Tina Polachek Gartley, who found in favor of the Commonwealth on all counts. Senior Deputy Attorney General James Wise and Deputy Attorney General Matthias Conaty oversaw the case, which had testimony from seven consumers.
