The suspect’s actions during this period are clarified by new security footage. In one video, the person can be seen placing the first device in a backpack while seated on a park bench close to the DNC headquarters. Soon later, a second bomb was dropped close to the RNC offices.

The suspect is spotted at the junction of First Street and North Carolina Avenue Southeast at 7:34 p.m., when the video starts. Walking southwest along North Carolina Avenue, the person then turns north on New Jersey Avenue, west on D Street, and south on South Capitol Street.
The suspect is seen putting the backpack down in front of a house at one point and pausing to change what looks to be a pair of glasses. As the suspect picks up the backpack and starts to walk back the way they came, a dog-wielding bystander passes.
