Fentanyl dealer and associate arrested in Poughkeepsie drug raid, officials say

POUGHKEEPSIE, N.Y.According to the Dutchess County Sheriff’s Office, fentanyl, cocaine, and drug packaging materials were found during a drug raid at a Poughkeepsie apartment early on Wednesday, which resulted in the arrest of two people.

The Dutchess County District Attorney’s Office Drug Task Force, which responded to neighborhood complaints over drug activity at 60 Carroll Street, a sizable apartment complex on the city’s south side, conducted a weeks-long investigation before making the arrests. Stephen Bai, 39, was recognized by investigators as a fentanyl dealer who works out of one of the building’s apartments.


The City of Poughkeepsie Court obtained a search warrant after undercover officers bought fentanyl from Bai on many occasions. With the help of the Dutchess County Sheriff’s Office Emergency Services Unit, Drug Task Force Agents carried out the warrant and took Bai into custody on December 4. Authorities discovered scales, cocaine, fentanyl, and packaging equipment used in narcotics sales inside his flat.

Angela Martinez, 38, who was inside the apartment and had an active arrest warrant for felony narcotics possession, was also taken into custody by police during the raid. Martinez was also discovered in possession of crack cocaine in amounts that, according to state law, constitute felonies.

Two counts of third-degree criminal sale of a controlled narcotic, a class B felony, have been brought against Bai. He was freed in compliance with New York State bail requirements after being arraigned in City of Poughkeepsie Court. More charges against Bai are still pending, according to authorities.


Following her arraignment, Martinez was charged with fourth-degree criminal possession of a controlled substance, a class C felony, and the Town of Poughkeepsie Police processed her outstanding warrant.
