No New Construction – Toms River Mayor Rodrick Announces Successful Compliance Affordable Housing Obligation Without Additional Development.


TOMS RIVER, NJ – Mayor Daniel Rodrick is pleased to announce that Toms River will meet its fourth round of the state’s affordable housing obligation without committing to any additional development projects. This achievement is a testament to the responsible planning and dedication of our administration.

In a prior round, the previous administration committed to 1,285 affordable housing units, which resulted in the construction of an estimated 6,425 new units. This time, we are determined to avoid unnecessary strains on our community and have secured commitments that align with our long-term vision for Toms River.

Our administration has effectively negotiated memorandums of understanding, extending deed restrictions on 447 existing affordable housing units for an additional 20 to 30 years, depending on the specific development. This ensures that the affordable housing stock remains available while simultaneously allowing the Township to prevent the construction of an additional 2,410 units that would have been necessary under traditional development ratios of 20% affordable housing.

Furthermore, recent court decisions have clarified that municipalities of our size are not required to construct more than 1,000 units in a particular round. Given that Toms River built over 1,250 units in the last round, we are pleased to move those credits forward in our plan.

“Had we opted for the traditional method of fulfilling this obligation through a 20% affordable to 80% market-rate housing ratio, the 670 units of affordable housing would have led to the construction of an astronomical 3,350 additional units. Our proactive approach protects the character of our beloved Township, while simultaneously ensuring that these units stay affordable,” Rodrick said. “Additionally, we are actively engaged in discussions with two other property owners and are reasonably confident that we will reach agreements soon to extend deed restrictions on 30 more units, further enhancing our commitment to maintaining affordable housing in Toms River without committing to the destruction of our beloved pinelands and open spaces.”
