MINNEAPOLIS, MNA — After killing an 18-year-old University of Minnesota student in a hit-and-run near campus, an unlicensed Minneapolis driver with a history of alcohol-related offenses faces significant charges. Three days after being hurt in the collision, Rylie Saloum passed away.
The Incident and Victim Details
According to court documents, on November 7, 30 year old Ali Abas Samator was traveling south on Cedar Avenue close to Riverside Avenue when he ran a red light and struck Saloum, who was in a crosswalk with the right-of-way. Samator did not try to brake before to the impact, which catapulted Saloum’s body 111 feet, according to surveillance footage.
Saloum was taken to Hennepin County Medical Center by emergency personnel after they discovered her seriously hurt. Saloum, a recent alumnus of St. Michael-Albertville High School and a freshman at the University of Minnesota, tragically passed away on November 10 from her wounds.

After a DUI conviction in June 2018, his license was revoked, and it stayed canceled until June 23, 2023, when he opted out of Minnesota’s ignition interlock program.
Samator hit Saloum and then drove off, avoiding the police by turning onto northbound Interstate 35W. He went back to the scene of the collision shortly after and drove through police footage.
Nearby officers detained him after observing indications of intoxication. His blood alcohol content was 0.17%, more than double Minnesota’s legal driving limit of 0.08%, according to a subsequent blood test. Investigators also noticed what looked like human hair on his car’s windshield.
Convictions for robbery, theft, drug possession, underage drinking, and driving after his license was revoked are among the offenses included on Samator’s criminal record.
Legal Proceedings and Community Impact
Samator faces charges of driving with a canceled license, drunk driving, and criminal vehicular murder. Following Saloum’s passing, the initial accusation of criminal vehicular operation was increased. He is expected to appear in Hennepin County District Court on December 10 and is still being held on $75,000 bail. His lawyer has not yet responded to messages seeking comment.
The risks presented by repeat DUI offenders and the necessity of more robust policies to avert such tragedies are still being emphasized by authorities and campaigners.
