Rochester man charged with interstate threats and stalking following officer confrontation

New York’s Rochester. U.S. Attorney Trini E. Ross said Thursday that a Rochester man who allegedly threatened a police officer involved in his previous arrest was detained and charged with stalking and conveying interstate threats.

If found guilty, Orlando Justice, 37, could spend up to five years behind bars. The criminal complaint states that Justice was detained for trespassing and resisting arrest while intoxicated on November 23 at the RTS Bus Terminal on St. Paul Street. Justice is accused of threatening officers, spitting at them, and saying he would find them at their houses during his detention and subsequent transfer to Strong Memorial Hospital.

The cop who had arrested Justice started getting calls from an unidentified number the day following the arrest. Justice allegedly identified himself and repeated threats, including declaring, “I told you that I would find you,” and repeating the officer’s home location, when the officer finally answered. During a later FaceTime video call, Justice allegedly sought the names of other policemen who were involved in his arrest.

Police from Rochester and Greece made an attempt to arrest Justice at his home later that night, but they were unable to find him. Justice allegedly called the officer again using FaceTime shortly afterward to inquire as to why the police had come to his house. According to investigators, Justice also contacted 911 to make a bogus harassment accusation against the officer and to urge that a report be filed against him.

Justice is still being held pending a detention hearing after making an appearance before U.S. Magistrate Judge Payson on Thursday. The FBI, the New York State Police, the Rochester Police Department, and the Greece Police Department are all looking into the case.
