SEAFORD, Del. — Delaware State Police arrested a Seaford man on multiple felony charges Tuesday after he was found impaired with drugs and a firearm on the Woodland Ferry.
The incident occurred on October 29 around 4:20 p.m., when troopers responded to a report of a man who appeared unconscious in a Mazda Protégé on the ferry. When they arrived, EMS personnel were already evaluating the driver, identified as 51-year-old Leslie Riggleman, Jr. Riggleman refused medical treatment, but troopers noted signs of impairment and took him into custody without incident.
During a search of Riggleman and his vehicle, troopers discovered approximately 1.17 grams of heroin, drug paraphernalia, and a shotgun. A background check revealed that Riggleman had two prior DUI convictions, elevating the current DUI charge to a felony.
Riggleman was transported to Troop 5, where he was charged with felony DUI, drug possession, possession of drug paraphernalia, and firearm offenses. Following his arraignment by Justice of the Peace Court 3, he was committed to Sussex Correctional Institution on a $26,500 secured bond.
