turned into a high-stakes investigation when police discovered potential explosives in a self-described “sovereign citizen’s” vehicle. The suspect, Wayne Lund, 46, faces multiple charges following his arrest, which revealed not only possible explosives but also firearms, drugs, and suspicious items both in his car and hotel room.

Traffic Stop Uncovers a Hidden Cache

On Saturday, Oak Park Heights officers were conducting a routine patrol along Highway 36 in Washington County. They noticed a vehicle with an expired registration, last renewed in August 2023, and flagged it for inspection after realizing the registered owner had a revoked license.

When officers pulled the car over, they identified the driver as Wayne Lund. According to the charges, Lund provided a United States passport card instead of a driver’s license and failed to show proof of insurance.

Investigating further, officers found that Lund had been driving uninsured for the past ten years. With this discovery, police took him into custody and arranged to tow his vehicle. During an inventory search before towing, they allegedly uncovered what looked like explosive devices in his car.

Discovery of Explosives and Weapons

The search brought to light several items that raised alarm. Among these were nine small CO2 canisters with wicks attached, taped together in what appeared to be an improvised explosive device. Officers also discovered an 8-inch white PVC pipe capped at both ends, adding to suspicions.

When questioned, Lund reportedly described the devices as part of a “rocket hobby,” explaining that he launches rockets into the air as a pastime. However, authorities proceeded with a deeper investigation, including searches of his car and his Stillwater hotel room.

Additional Findings Raise Concerns

Search warrants issued for Lund’s vehicle and hotel room yielded an array of items, intensifying concerns. In his hotel room, authorities found ammunition, methamphetamine, more weapons, military clothing, jumper cables, and a three-ring binder labeled “List of Pyro Chemicals and Terms.”

These items added weight to the charges and provided a clearer picture of Lund’s situation, suggesting potential connections or intentions beyond his stated “hobby.”

Previous Conviction and Bail Set

Records show that Lund has a prior conviction from 2014 for threats of violence, further complicating his current legal situation. Now in custody, his bail has been set at $25,000 with conditions, or $100,000 without. His next court date is scheduled for Nov. 25 at 1:30 p.m.

As the case progresses, Oak Park Heights authorities are likely to scrutinize the materials found in Lund’s possession and his stated motivations, shedding light on what could be a troubling case of anti-government sentiment intersecting with dangerous items and activities.
