Two MS-13 National Leaders Indicted in New York City for Murder

BROOKLYN, N.Y. — Two national leaders of the MS-13 gang and several other members and associates have been indicted on charges related to multiple murders in Queens and Long Island, according to the U.S. Attorney’s Office for the Eastern District of New York.

The 49-count superseding indictment, unsealed Monday in federal court in Brooklyn, charges Edenilson Velasquez Larin, also known as “Agresor” and “Saturno,” and Hugo Diaz Amaya, also known as “21” and “Splinter,” with ordering and participating in a series of brutal killings carried out as part of MS-13’s criminal activities. Both men are alleged leaders of the violent transnational organization and members of separate MS-13 cliques—the Fulton Locos Salvatruchas and Park View Locos Salvatruchas.

The indictment includes charges related to the 2016 murder of Kenney Reyes, the 2020 murder of Eric Monge, and the 2022 killing of Oswaldo Gutierrez Medrano. Velasquez Larin is accused of ordering the murders of both Monge and Gutierrez Medrano, while Diaz Amaya faces charges of racketeering conspiracy and is also implicated in the killing of Gutierrez Medrano.

“Today’s indictment strikes yet another blow at MS-13’s leadership and demonstrates our work to dismantle MS-13 from top to bottom,” said Breon Peace, U.S. Attorney for the Eastern District of New York. He commended the efforts of multiple law enforcement agencies, including the FBI’s New York Field Office, Homeland Security Investigations (HSI) New York, the New York City Police Department (NYPD), and the Nassau County Police Department (NCPD), which were instrumental in the investigation.

In total, the case now includes charges against numerous MS-13 members and associates for crimes spanning several years. To date, MS-13 members have been charged with involvement in the murders of Andy Peralta in 2018, Victor Alvarenga in 2018, Abel Mosso in 2019, and Monge in 2020, among others.

FBI Assistant Director in Charge James E. Dennehy described the alleged actions of Velasquez Larin and Diaz Amaya as “executioner”-like, saying that MS-13 leaders and members use fear and violence to establish status and seek revenge. “May today’s charges reflect the FBI’s commitment to continue its close collaboration with our law enforcement partners to rigorously dismantle the MS-13 hierarchy,” Dennehy stated.
